I used to
be able to
double-click on
Icons and get them to open or run automatically.
Now
I can't do that anymore, and have to click once and then on the drop-down menu,
click "Open", to actually open the folder. However, that means that when I open
a WinRAR folder or similar to run an application, I can't double-click on the
application to let it run.
What do I do to allow double-clicking again on my mouse?

When you click once on an icon, does the drop-down menu appear? Is this a
left-click or a
right-click? The drop-down menu should only appear if you
right-click (or left-click if you have setup the computer for a left-handed
person).
My suspicion, based on your description, is that your mouse buttons have been
reversed. For example, if you are right-handed and the mouse's configuration
was set to the default settings, then I believe that something has caused your
mouse to switch to a left-handed person's configuration.
Click on the
Start button and select the "Control Panel" option. Open up the
"Mouse" control panel and search through the various tabs for an option that is
labeled something like "Swap left and right mouse buttons". The option is going
to be different depending on the type of mouse driver software that is
installed, but it should be there somewhere. Once you have found it, change it
as needed (i.e. if it is checked, then uncheck it and vice-versa). Click the
Apply button followed by the OK button.
