I would like to be able to take a picture file from Google images and place them
on top the plain manila file that’s on my desktop. In other words how to I make
a folder icon out of a picture file, jpeg or gif etc?
Also where can I obtain a free collection of icons to download?

Right-click on the folder of which you want to change the icon and select the
Properties option. Click to the Customize tab. On this tab, click on either
the "Choose Picture..." button or the "Change
Icon..." button, depending on what
view you are using.
Most of the time the "Change Icon..." button will be what you are looking for,
but if the folder is being viewed with the thumbnail view, then you will need to
use the "Choose Picture..." button. Once you select the picture, click the
Apply button. If the icon doesn't change, then try using the other button on
the Customize tab.
Icons are available all over the internet. Do a Google search on "free icons"
and you should be able to find a number of sites where you can download icons.
